July 29, 2010:Overview of Status of PHER Grants
The following information was received from the CDC regarding Public Health Emergency Response Funding (PHER) Grants during a teleconference this afternoon.
- Approval for a 30 day no-cost extension (NCE) will take the grantees thru August 30, 2010 and PHER dollars can be used during this period.
- Deadlines: Reporting of AAR and Improvement Plans are still due July 31, 2010 to LLIS on the DSLR channel. An End-of-Year Progress Report is now due November 30, 2010. The PHER Budget Summary Report (mimics monthly PHER report) with actual expenditures is now due November 30, 2010. A template will be provided.
Procurement and Grant Office
- The no cost extension begins July 31, 2010, and ends on August 30, 2010. No additional funds will be provided to this program after August 30, 2010. (Applies to state and local health departments)
- Final FSRs: Awardees will need to report any unobligated funds as of August 30, 2010. A Final Progress Report and Final Invention Report (a new form to be completed as a formality which can be disposed of by providing an “N/A” response) will also be due November 30, 2010. These reports will be submitted through PERFORMS.
- The Grants Management Office will be sending the above information out to the grantees.
CDC emphazises that awardees should submit in writing any questions they may have regarding what would be considered an allowable expense to be incurred during the next 30 days, especially if it could be considered a new H1N1 activity.
During the Q/A session, it was asked if any specific rationale was given for why only a 30 day NCE was granted. CDC officials did not have any more details to share in this regard. It was also asked if there has been any discussion by the Administration about the possibility of re-awarding the funds to states. Dr. Redd stated that no such discussions are taking place.
